It is a very challenging for the Government to plan for the effective delivery of basic goods & services to the people. Nearly 80% of the Population of Papua New Guinea lives in rural areas, thus collecting and compiling an accurate database for each and every individual citizen including their economic, social, cultural, religious and political conditions is predominantly challenging for any public policy makers and planners. The Papua New Guinea Ward Record Book is published by the Department of Provincial & Local-Level Government Affairs with the aim to bridge this information gap that prevents the development of comprehensive plans both from the National and Local level. This will lead to sound planning & Policy making, resulting in the effective delivery of basic goods & services to the people, hence, improving their living conditions. The Papua New Guinea Ward Record book will capture data at the Village & Ward Level that can be used to develop Local level Plans which then can be consolidated into District, Provincial and National plans.LEGAL MENDATE OF THE PAPUA NEW GUINEA WARD RECORD BOOK Section 57 (1) of the Local-Level Governments Administration Act, 1997 states that; A local-Level Government shall establish and maintain each ward within the Local-Level Government area a register to be known as the Village Book. The Book shall contain information as to the names, clans, ethnic groups and, where applicable, addresses of all persons within the ward: and the particulars of village officials; and such information on assets, facilities and other matters relating to the ward as the Minister directs. Section 57 (5) of the same Act also states that the Village Book- (a) Is a public document; and (b) Shall be kept within the Ward; and (c) Shall be available for inspection at reasonable times. IMPORTANCE OF MAINTAINING THE WARD RECORD BOOKThe Papua New Guinea Ward Record Book is a register of bio-data for every living and the last record of a dead person in a particular Local-Level Government Ward. Local-Level Governments have an overall responsibility of policy and planning for the projections and implementation of government policies & programs. The Ward Record Book is very vital in the overall planning process as it will contain data that can be used to formulate sound policies and plans for effective service delivery to the community. These LLG plans and policies then can be amalgamated into district plans, provincial plans and onto national plans, utilizing the bottom-up planning process. COLLECTING DATA AND MAINTAINING THE VILLAGE BOOK The Ward Member is responsible for supervising the collection of data and maintaining the Ward Record Book. Section 11 of the Local-Level Government Act, 1997 clearly states that; an elected member shall ensure that the village Book, relative to the Ward which he represents, is maintained. The data shall be collected by a Ward Recorder who shall be appointed among the Ward Development Committee Members.This Collection, compilation and updating of data shall be supervised by respective Ward Members, Ward Development Officers and LLG Managers. The Data should spread over a five (5) year period. The Collection of data and the maintenance of the book shall be reviewed after 5 years by the Department of Provincial & Local-Level Governments. The Department in consultation with key stakeholders is responsible for monitoring and evaluating the Book.TYPE OF DATA TO BE COLLECTED Section 57 (2) of the Local-Level Governments Administration Act, 1997 states that; a village Book shall contain information as to- (a) The names, clans, ethnic groups and where applicable addresses of all persons living in the Ward; and (b) The particulars of village officials; and (c) Such information on assets, facilities and other matters relating to the ward as the Minister directs PENALTY FOR NOT MAINTAINING THE VILLAGE BOOKMaintaining the Ward Record Book is a core responsibility of every elected Ward Member as stated under Section 11 (a) of the Local-Level Governments Administration Act,1997.If a Ward Member is found to have not performed this duty effectively, can be dismissed from office under Section 10 of the same Act.
